Turner Legal Resolution is an alternative dispute resolution firm providing experienced arbitrator, mediator, and special/hearing master services tailored to complex civil and commercial matters. Our practitioners combine decades of courtroom, arbitration, and industry-specific experience with a practical, solution-focused approach to help parties resolve disputes efficiently, fairly, and cost-effectively.

  • Professional malpractice: We handle allegations of legal, medical, engineering, architectural, and accounting malpractice, addressing standard of care, causation and damages.

Mediation: Our mediation services are designed to facilitate collaborative, interest‑based resolution. We prioritize constructive communication and guided negotiation to produce settlements that accurately reflect each party’s interests and realistic case objectives. The mediator concentrates on identifying and addressing the full range of obstacles to settlement — including procedural hurdles, complex legal issues, and emotional dynamics — and employs tailored processes and techniques to move parties from impasse to agreement. Our mediators also assist in framing realistic settlement options, drafting clear term sheets, and, where appropriate, preparing enforceable settlement agreements to minimize future disputes.

Arbitration: Our arbitration practice delivers efficient, impartial decision‑making and well‑reasoned awards. Arbitrators draw on deep substantive and procedural experience to resolve disputes promptly and with thorough legal analysis, producing reasoned written awards that clearly explain findings of fact, legal conclusions, and the basis for relief awarded. Emphasis is placed on managing hearings effectively, limiting unnecessary delay and expense, and ensuring enforceability of the arbitral award.

Special/Hearing Master Appointments: We accept special or hearing master appointments to assist courts and litigants in organizing and advancing discovery and other pretrial matters. In this role we manage case logistics, supervise document and evidence exchange, resolve discovery disputes expeditiously, set schedules, and issue clear, practical rulings and recommendations. Our goal is to streamline fact development, reduce motion practice, and keep cases on track for efficient resolution or trial readiness.

Meet Debra

TLR is led by Debra Turner, an accomplished attorney with more than 30 years of distinguished legal experience. Debra began her career as a litigator and trial lawyer, personally trying over 20 cases to verdict in high-stakes matters involving personal injury, product liability, and construction defect. Her courtroom practice also included the representation of parties in numerous multi‑million‑dollar arbitrations.

After 22 years devoted to trial work, Debra transitioned to in‑house coverage counsel for a major insurance company. In that role she provided strategic advice on policy interpretation and managed complex litigation both brought against and pursued on behalf of the insurer. Her responsibilities encompassed formulating trial strategy, overseeing implementation, and coordinating litigation teams to achieve favorable results.

Upon retiring from active trial practice, Debra founded Turner Legal Resolution, LLC to focus on alternative dispute resolution and related services. She provides mediation, arbitration, and specialized dispute‑resolution consulting, drawing on her extensive trial and insurance defense experience to help parties resolve contentious matters efficiently and equitably.

In addition to her work at TLR, Debra serves the Nevada judiciary in several temporary judicial capacities: Judge Pro Tempore and Justice Pro Tempore for Las Vegas Justice Courts, and Arbitrator and Short Trial Judge for the Nevada Mandatory Arbitration Program. These roles reflect her reputation for fair, well‑reasoned decision‑making across a broad spectrum of civil disputes.

Debra earned her B.A. in Economics from the University of Southern California and received her Juris Doctor from the University of San Francisco School of Law. Her combined background in trial advocacy, insurance coverage analysis, and alternative dispute resolution equips TLR to deliver pragmatic, sophisticated solutions tailored to each client’s needs.
